how should i determine which size to order? and, any stores that let you try them on?

If you already wear underwear (and you probably do, or you wouldn't be here!) then the size should be a pretty good guide for swimwear.
There can be a little variation in sizing, and it's possible that you could be unlucky with an unfamiliar brand and get the wrong size... but in any case I think most stores will let you try them on over your underwear if you are in doubt. I am in Australia, but I would think the situation is much the same in any developed country.

First I agree with SweatyAussie. This seems like an odd question unless you're confused by something that doesn't sit on your natural waist; like a super low rise speedo. As an example

Maybe this will help you. My natural waist is 32 inches. Most of my jeans and underwear sit on my hips that measure 36 inches. Even though that would be considered large, I still wear a medium. Unless you order some custom made speedos, order based your natural waist size.

Sorry, I should have said I'm not sure if you want them to fit really tight, or if you should get them loose? Just new to speedos but really want to try them out but don't want to have to buy in the store :)
Oh, and of course I wear underwear... thought I prefer not to have them on all the time... ;)

If you are going to wear speedos you definitly do not want to wear uderwear underneath!

For very real hygiene reasons, you HAVE to wear your underwear while trying on Speedos, .....and thank goodness they insist!
There are a number of nasties that can be spread, and you wouldn't want any of 'em!
I think speedos should NOT be too tight. The cut into the flesh "tourniquet" look is not sexy, and can just make you look overweight.
There's a fine line, but if it cuts into you, go larger.
