Shorts and cold weather

Last week it froze, yet I saw several (young) men wearing shorts. This seems to me to be a very recent trend, I tried to find an answer via an internet search engine, unfortunately without success. Anyone have any idea why?

It the fashion here in the frozen north of the UK….lots of hunky. lads around wearing shorts. and it is great to see them. especially when they sit opposite on public transport. with legs spread. wide.I’m all for it!.
Me? also wearing shorts. outdoor. and kilt. [commando]…but I keep that for indoors.
