I see a bit of disagreement in the precise meaning of the word “shorts”.
To me, shorts must have legs. The leg may be very short, but it must actually exist. Otherwise we are talking about briefs, be they underwear or swimwear. Sexy they may be, but they are not shorts.
Of course once you get to boxer briefs, they have legs, so technically they are shorts as well as being underwear, but that’s another story.
